Supervising Permit Coordinator
Summary:
We are seeking an experienced and motivated Supervising Permit Coordinator with a minimum of four years of increasingly responsible experience in plan checking and/or building permit processing, including one (1) year providing technical and/or functional supervision over assigned personnel.

Must Have Experience:
Four (4) years of experience in routine plan checking and/or building permit processing with at least one (1) year of lead or supervisory experience.
To plan, organize, direct, and supervise permit administration, plan check coordination, and record retention.
Coordinate assigned activities with other divisions and perform a variety of technical tasks relative to assigned area of responsibility.
Coordinate all administrative aspects of the plan review process, monitoring and assuring that all necessary documentation and reviews are complete.
Recommend and assist in the implementation of goals and objectives.
Establish schedules and methods for development review and permit processing; implement policies and procedures.
Plan, prioritize, assign, supervise, and review the work of staff involved in document control functions.
Essential job duties and responsibilities of the role include but are not limited to:
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in the selection of staff; provide and coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Review application and construction documents for completeness.
Track plan document submittals, post plan documents to project websites and accurately distribute plan documents to design professionals and staff members.
Monitor and report on project plan document submittal schedule.
Perform various administrative tasks, determining fees and accounts receivable.
Establish and maintain good working relations with applicants, city staff, and others contacted during work, serving as a liaison to multiple agencies.
Assist the development community and answer questions and inquiries in person and by phone.

Must Have Education & Licenses & Certificates:
Education:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in building construction, architecture, engineering, public administration, or a related field.
Licenses and Certificates:
Possess and maintain and California Class C Driver’s License.
Possess and maintain an International Code Council (ICC) Permit Technician certification.
Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of development review and permit issuance.
Knowledge of the principles and practices of supervision, training, and performance evaluations.
Knowledge of the pertinent local, state, and federal laws, ordinances, and rules.
Ability to organize, implement, and direct development review operations/activities.
Ability to on a continuous basis, know and understand all aspects of the job; intermittently review plans, and analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and improve operational and technical issues and procedures.
Ability to on a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding the desk; perform simple grasping and fine manipulation; use telephone, write, or use a keyboard to communicate through written means; and lift or carry the weight of 10 pounds or less.
Ability to understand and review plans, specifications, related construction documents, and plans.
Ability to perform research and resolve issues and complaints effectively.
Ability to supervise, train, and evaluate assigned staff.
Ability to develop and recommend policies and procedures related to assigned operations.
Ability to establish and maintain effective working relationships with those contacted in the course of work.
Ability to work with various cultural and ethnic groups in a tactful and effective manner.
Ability to communicate clearly and concisely, both orally and in writing.
Compensation Range: $32 to $38/hr
