Senior Contract Specialist
Job Overview
The Senior Contract Specialist performs the full range of pre‐award, post‐award, and contract
administration work on a broad spectrum of complex contracts including a wide range of
medium to large construction, professional services, maintenance, and Indefinite Delivery/Indefinite Quantity.
Responsibilities
Perform pre‐award contract activities, develop contracting plan, resourcing, interface with various user groups (engineering, construction, operations) in support of preparation of RFP’s/IFB’s.
Conduct virtual pre‐bid meetings, bid evaluations and price negotiations, award recommendations, and contract execution.
Coordinate negotiation of contract terms and conditions.
Perform all facets of post award contract administration.
Administer changes to contracts for change orders.
Proactively works with contractors to ensure contract compliance; ensures reporting and contract requirements are met and Trust invoices and supporting documents are submitted and/or issued in a timely manner.
Monitor Davis Bacon/Service Contract Act prevailing wage rates where applicable.
Perform contract close out of tasks including resolution of outstanding contract issues, final invoices and contractor performance evaluations.
Interface with Trust management with respect to contracting and bidding activities.
Use a variety of construction contract formats including Guaranteed Maximum Price (“GC at Risk”), Lump Sum, Not to Exceed, Design/Build models.
Bids and awards contracts; Prepares solicitations, modifications and amendments.
Other duties as assigned.
Required Qualifications
Bachelor’s Degree; AND At least five (5) years of relevant experience with a wide variety of contract types; preparing, managing solicitations and negotiating contracts.
Advanced negotiation and interpersonal skills.
Demonstrated computer literacy in word processing and spread sheets (MS Office), experience with contract management systems or similar systems.
Excellent written and verbal communication skills, and an ability to function in an environment of flexibility and creativity.
Adaptability/resilience, innovation, and integrity.
Strong customer service skills and ability to collaborate and work with others.
Formal presentation skills, innovative, integrity, decision making skills, excellence and business acumen.
Knowledge of applicable laws, rules and regulations that govern public procurement/contracting.
Desired Qualifications
Construction background.
Knowledge of Oracle ERP Financial System.

Compensation Range: $55 – 65/hr
