4444 HSE Advisor/Specialist III
Description:
Responsibilities for the position may include but are not limited to:
Supervise the Red Hat team on site to support their success.
Provide technical consultation and strategic direction to workforce, project teams and leadership on wide range of personnel safety issues.
Support the implementation, field execution, and sustainability of the Managing Safe Work Process (MSW), including the associated corporate required OE standards such as Permit to Work, Hazard Analysis, Hot Work, Confined Space Entry, Isolation of Hazardous Energy, Working at Height, Gas Detection, Lifting and Rigging.
Support the Contractor Health Environment and Safety Management Processes.
Coordinate with the CHESM process advisor to ensure contractors comply with safety procedures and guidelines.
Contribute to workforce safety risk assessments and mitigation plan development.
Review incidents, analyze data, and identify repeat root causes and trends. Participate in 5 Why and Tap Root investigations, understand and use ERM date base for NLI’s and LI’s.
Interpret federal, state, and local laws, regulations and company procedures.
Review, update, and develop safety instructions, safety topics, and programs with the refinery safety staff.
Review and support the development of Turn Around safety plans. Support implementation and training for execution.
Conduct field audits and provide feedback.
Develop programs to ensure compliance with local, state and federal regulations.
Participate in/facilitate incident investigations and provide input to correction actions – resolve recommendations.
Develop training material and implement training plans.
Review Managements of Change (MOC’s) to assure safety and regulatory compliance.
Provide guidance and counseling on safety related issues to Field Safety Coordinators and Refinery Business Units for day to day business by participating in safety meetings, audits and working teams.
Red Hat responsibilities:
Conduct SWP audits, attend all hands, tailgate and red hat meetings, work with core red hat team to implement safety emphasis areas, inspect contractor safety equipment to insure it meets regulatory requirements, (tool trailers, fall protection etc.), support incident investigation reporting process, act as a liaison for contract employee’s.
Required Qualifications:
OSHA 30 certified.
Minimum 5 years’ refinery experience as a Safety Professional (Red Hat).
Ability to read and interpret state and federal regulations along with Corporate and DS&C standards to develop clear oral and written guidance to contract personnel.
Must be able to establish strong working relationships with industry partners, and internal stakeholders.
Strong project management skills and experience.
Have good communication skills and a willingness to work situations to resolutions as they arrive, in a professional manner.
Preferred Qualifications:
5+ years of refinery/industry work experience.
Degree in Safety / HES or another science / technical field.
Construction Health and Safety Technician (CHST).
OSHA 500 and 501 or 510 and 511.
Military training equivalent of OSHA 500 and 501 OR 510 and 511.
