3030 Project Controls Engineer II
Job Summary:
The Project Controls Engineer is a key member of the project team and responsible to monitor and appraise the performance of the project in the areas of cost and schedule control and assist the Project Manager to formulate that necessary corrective actions are taken.
Duties and Responsibilities:
Implement the Project Cost Control process and system in accordance with this
procedure.
Ensure that the GC/CM’s project controls systems are capable of meeting the company’s requirements timely and with required quality.
Ensure transparent and consistent adherence to the Company’s site financial accounting laws and principles, including tax and duties issues.
Ensure that workflows for (de)mobilization, purchase orders, invoices and changes are implemented and according the project DOA (Delegation of Authority)Provide controls training and (kick-off) workshops for project team and/ or contractor.
Establish and maintain WBS, Work Package, project cost report.
Coordinate the preparation of cost estimates.
Implement and manage cost control, schedule and progress control tools.
Reconcile cost data of project cost report(s) and accounting systems(s.)
Produce accurate and unbiased cost forecasts at a detailed and summary level.
Monitor cost performance to detect and understand variances from the budget.
Identify and ensure early warning of cost trends such that corrective actions are taken.
Responsible for performance of “what-if”-analysis and preparation of corrective action regarding the scheduled program when required.
Develop, implement and execute Integrated Change Management.
Incorporate the changes to scope, schedule, cost control systems and reporting.
Provide at least monthly project cost report with forecast and capital expenditure
plan.
Review technical bids as member of the bid review team.
Update and monitor the project risk register.
Ensure together with procurement that the following registers are available and auditable: bid evaluations, (sub-) contracts, insurance, bank guarantees, warranties, retentions, change orders, payment applications, temporary assets, risk, (de)mobilization.
Support proper and timely project close-out and deliver the Project Data Collection Report.
Education / Experience:
Bachelor or University degree in engineering / economics / business administration.
PMI, RICS or ACCEi Project Control Professional qualification or equivalent.
Min 5 years work experience as PCE (e.g. cost engineer, quantity surveyor).
Knowledge / Skills / Competencies:
Project Management and Project Controls.
CAPEX, Finance or business administration.
Knowledge of SAP R/3, Primavera, MS Office, Google Suite.
Very good communication and interpersonal skills.
Very good analytical skills.
Compensation range: $62 to $70.50/hr
