1594 Procurement Specialist
Description:
The Procurement III position provides both tactical and strategic procurement support for the OASIS Capital Project Program.
The Procurement III will be responsible for the procurement of complex, high value goods and services, as well as providing strategic support such as working with Category Specialist in support of their category strategies and initiatives, supplier performance management, and contract formulation.
In addition, the Procurement III will provide Procurement tactical support for scheduled refinery turnarounds.
Categories of spend covered by this position may include catalyst, chemicals, industrial gases, MRO, equipment, onsite refinery services, and others.
This position works in collaboration with Category Management, Warehouse team, Maintenance, Engineering and Operations.
Responsibilities may include:
Place, expedite and administer both routine and complex purchase and/or service orders and single-event contracts with proper terms and conditions included on all purchase-service orders.
Provide guidance and instructions to Engineering Firm Procurement Team.
Support the execution of the Refinery contract plan and appropriate spend channel management, in collaboration with local Category Specialists.
Prepare RFP/RFQ documents, bid tabulations, perform supplier qualification activities, complete negotiations, and make recommendations for award on purchases not covered by existing contracts.
Provide Purchasing leadership and execution support for Refinery Turnarounds.
Coordinate material movements with suppliers, freight forwarders, and carriers as necessary.
Provide business partners with market information (e.g. bid estimates, pricing trends, availability of goods).
Conduct routine supplier management discussions with key suppliers to drive performance.
Provide systematic order tracking, status and expediting, and monitoring of critical orders as needed. Assist with all commercial issues during the equipment procurement cycle.
Resolve complex problems and take appropriate actions within delegation of authority limits.
Assist warehouse personnel with goods receiving issue resolution.
Knowledge of SMART by GEP eProcurement System.
Able to communicate effectively with Engineering, Project Controls and Leadership Teams.
Special CONSIDERATIONS:
Candidates must have direct procurement, contracting and/or supply chain experience.
Bachelor’s Degree in a technical or business-related field such as Supply Chain Management or Engineering is preferred.
5 to 7 years experience working in a refinery, or similar operational environment is preferred.
